Here
goes our First edition
Thanks to
the financial support of the German Cooperation Agency GTZ,
through its worldwide project "Initiative
Backup", the Latin American Network of People living
with HIV – AIDS. RedLa+ is pleased to release its first
edition of the information bulletin in Spanish and English.
A test edition
was released recently and we hope that the definitive version
meets all your expectations and information needs.
The main
objective of the bulletin is to release information about the
Global Fund for the Fight against Aids, Tuberculosis and Malaria,
along with other notes of interest for people who live with
HIV and with AIDS, self support groups, governments, non-government
organizations and the community in general.

Latin
American Network of people who live with HIV/AIDS RedLa+
Created in 1998 by representatives of some national networks of
Spanish speaking people in Latin America and the Caribbean living
with HIV.
RedLa+
intends to contribute to improve the quality of life of those
who live with HIV and AIDS at a national, regional and international
scale.
RedLa+
has as a background the Pan-American Association of people living
with HIV (PLHIV) founded in 1989. Currently almost all the countries
in the region have a national PLHIV network that make up part
of the regional network.
Since
the year 2000, RedLa+ formalized its association
with the Global Network of People Living with HIV/AIDS, GNP+ and
two members from our network represent us in its Global Council.
We
are working with the Technical Horizontal Cooperation Group within
the region, Onusida and other regional community networks. |

Objective
In

information, The Human Rights chapter and skill development as
the fundamental tools of is daily chores.
RedLa+,
is a membership organization. Which means that everyone living
with HIV within the region can be a direct member of the organization.

What
is the global Fund for the fight against AIDS, malaria and tuberculosis?
It
is an entity that finances projects and actions against these
three diseases that are responsible for the death of more than
six million people yearly, worldwide.
Created
in 2002 with its headquarters in Geneva, Switzerland, the Fund
is an independent and international organization whose management
is in the hands of 18 members that represent donor countries,
receiving countries, the private sector and the general population.

Objectives
Draw, manage and disburse additional resources to fight against
AIDS, tuberculosis and malaria for countries in need.
Ration financing resources for prevention, treatment and care
of the people afflicted with these illnesses in countries were
this action is most needed.
Assign and disburse resources in an efficient and responsible
manner.
Some of the Fund’s principles

It is a financial instrument and not an
executor entity.
-
It acts evenly in terms of different regions,
illnesses and interventions.

It evaluates proposals through individual
review processes based on the most appropriate scientific
and technical standards that take into consideration local
realities and priorities.

The coordination and supervision of the
projects is assumed by the management organized in the receiving
countries, made up of government representatives, the general
population, the private sector and other representatives that
include people afflicted by these three diseases.
Third
Round Results
Last October
15th, the Fund’s Board of Directors approved US$623 million
in two two-year grants.

Recent
Recipients

Latin American and Caribbean countries have received financing
for different projects on behalf of the Fund.
During the first round, Haiti, Honduras, Panama, Chile and Argentina
were able to guarantee the execution of their proposals.
Cuba,
Dominican Republic, El Salvador, Nicaragua, Costa Rica, Ecuador,
Peru and Colombia reached their goal during the second round.
Countries
interested in getting financing can continue to present proposals
for the following rounds and it is expected that with the support
of the international community we can get the resources needed
to benefit several countries with this initiative.
It
must be taken into account that it is very important for the Fund
that proposals involve the participation of the general population,
government organizations, support groups and people who love with
HIV/AIDS. |
When the
third round is reached, the Fund’s commitments will
total US$2.1 billion for 121 countries, plus three territories
in the Caribbean.
When the
round was over, grants for Belize, Bolivia, Guatemala, Jamaica,
Paraguay and some territories in the Caribbean (OECS) were
approved.
Tommy
G. Thompson, United States Secretary of Health and Human Services
and Chair of the Global Fund’s Board said that in less
than two years the Global Fund has become a leading force
in the fight against HIV / AIDS, malaria and tuberculosis.
To cover
the amount recommended for the third round of proposals, the
Board committed to fully funding the round by deferring until
January 2004 formal confirmation of a portion of proposals
totaling $138 million out of the US$623 million. Almost all
proposals require additional technical clarifications before
funds are legally obligated.

Mexico elected as the representative
for
Latin America in the fight against AIDS NotieSe
Agency – Mexico. Upon notice of the selection,
Jorge Saavedra, General Manager for AIDS / HIV Prevention and
Control, (Censida, inn Spanish), agreed to “establish an
information and inquiry mechanism for the entire region that truly
represents his ideas when facing such urgency”.
The Mexican government’s main ro le would be to seek the
assignation of the majority of the Fund’s resources to Latin
America. Likewise, it will advice the rest of the nations in the
elaboration and presentation of their solid financing proposals.
It
will also have to negotiate with the Caribbean countries that
are not Latin, in order to reach joint representation positions
and Review the financing eligibility clauses for the Global Fund.
It
is worth mentioning that Mexico was elected thanks to the support
of 14 governments in the region as well as the support of the
six Latin American networks from non government organizations
that work with HIV / AIDS. Members of ONUSIDA, Sidalac and the
Task Force of men who have sex with men, were present.
